Dear Roauf

I would strongly advise against translating the w3.org website as it is  
not a snapshot, but is updated regularly. Your translation would not be  
uptodate in many place.

Some pages are stable and we welcome translations, such as recommendations  
and group notes, articles, tutorials and FAQs, as described on the  
Translations homepage:
   http://www.w3.org/Consortium/Translation/#docs

As you point out via your disclaimer, that sort of work would be  
appropriate for a W3C Office; and yet, W3C Offices do not provide  
translations of the whole w3.org website.
