I would update my translation of 
http://www.w3.org/International/questions/qa-lang-why.de.php and 
translate the new article 
http://www.w3.org/International/questions/qa-html-language-declarations 
and the tutorial 
http://www.w3.org/International/tutorials/language-decl/ into German.
