German translation of i18n FAQ: CSS character encoding declarations

As i18n FAQ: CSS character encoding declarations 
[http://www.w3.org/International/questions/qa-css-charset.en.php] has 
been translated to many languages (using various scripts), but not yet 
to German, I'm going to fill that hole.
