I presume you referred to visual redesign.

Althought people have done it in the past, we would prefer not. I believe it is much 
better for the readers if they can relate visually to the English documents, too; don't 
forget that the English original is the only binding version. You are welcome to refer to 
the original CSS files.

No, it is not necessary. A mail announcing 'which' document you start translating, sent to 
this mailing list, will suffice. Note that there is already a translation of XHTML1.0, so 
we should try to avoid having several translations...:
