ERB decision on underscores in names

By mail vote and in conference 1997.04.02, the SGML ERB decided the
following question:

Should the XML rule for Name allow underscore within names (by
adding it to the class of name-start characters)?

   Yes: Hollander, Sharpe, Clark, Bosak, Magliery, DeRose, Kimber,
        Paoli

   No: Sperberg-McQueen, Bray, Maler
