New Namespace and Spec Status

Both the W3C Director and IETF Area Director have reported back their
comments on our request to enter standards track. IESG comments mainly
related to the status and copyright issues and can be quickly addressed, and
we've been making good progress on I18N and C14N. Consequently, I'd like to
turn out new versions of the C14N and signature specifications ASAP. (A
potential lag will be if it seems necessary to issue a C14N last call again
(3 weeks) which seems like a good idea...) Regardless, in the next
specification I'd like to use a new namespace (given we haven't updated it
in a while and it will be entering standards track soon):
        http://www.w3.org/2000/07/xmldsig#

Hopefully that'll show up in the next version (early next week) unless
someone has a good argument opposing it.
