RE: I-D ACTION:draft-ietf-webdav-rfc2518bis-02.txt

A draft is not a consensus document.  The draft contains specific text,
and it is often necessary to see the specific text to find out if there
is consensus.

WG consensus is required to bring the draft to the IESG, not to publish
a draft.
