Thanks for the swift reply. Yes, scenario #1 would be fulfilled by a null TO field before the "?". It would force the MMS composer to require the filling in of the To: field prior to sending, which, in the case of a mobile phone, would most likely make use of the embedded address book application. As regards #2, as long as the draft is sufficiently clear about what the intended use cases are for mms:, then there isn't a problem.
