URIs, URLs, and URNs: phone:// not obsolete

The document "URIs, URLs, and URNs: Clarifications and Recommendations 1.0" 
(http://www.w3.org/TR/2001/NOTE-uri-clarification-20010921/) suggests that 
'"phone", is obsolete, superceded by "tel"'. But "phone" is used by 
VoiceXML, http://www.w3.org/TR/voicexml/ : see the example in section 14.7.
