So far, RDA does *not* appear earlier in the report. So I've revised this to use the (JSC), but left the somewhat incorrect title:
 Joint Steering Committee for the Development of Resource Description and Access (JSC)

There's no obvious place to insert a reference to RDA earlier, but perhaps you're more clever than I am on that!
