Agreed.  In the primer I put together if you look in section 3.2 I talk 
about this a little.  And since this topic is not specific to just one 
spec, its part of the reason I thought we should consider merging the 
primers together so that common topics like this are not repeated.

Once I had understood the meaning of the subscription manager, it sounds
absolutely clear to me. May be I was just too confused by the
wse:Identifier solution, hence I think it is not necessary.
