Attached is a slightly modified version of the proposal. There were some last minute editorial tweaks requested (done as user "Dug2"). Also, its worth noting that we believe this should resolve issue 7014 as well 6413 and 6975. On issue 6413, if we adopt this proposal there are still other aspects that we'll need to work out - like the exact content of the ws-frag spec. That is, define a framework in WS-Transfer to optionally support advanced transfer mechanisms. Please find attached a joint proposal from IBM, Microsoft, and Oracle that presents a possible resolution to issue 6713.
