All, 

It occured to me that we should be adding negative test cases to the set of
scenarios 
for ws-policy, building off of the set of test cases in the original
contribution [1]. e.g., we should have 
examples of policy documents that include wsp elements or attributes in the
wrong places... 
examples of use of extensibility where it may not be allowed, etc. 

Just a thought.
