On resolutions for 3721 and 3789

I propose to consider whether the changes related to the resolution for
issues http://www.w3.org/Bugs/Public/show_bug.cgi?id=3721#c3 and and
http://www.w3.org/Bugs/Public/show_bug.cgi?id=3789#c2 should be marked as
"features at risk" during CR. This proposal is currently only for the
record, it leads to no action item for now and needs no discussion. It is
relevant at the end of last call, before we move to CR.
