Proposed Resolution: 3599 and 3730

Issues 3599 [1] and 3739 [2] enumerate several representation types:
WSDL 1.1, WSDL 2.0, JMS, etc. Based on recent discussions in the WG, we
drafted a new domain expression that can be used to identify resources
that are identified using IRI or IRI References as policy subjects. This
domain expression has the requested infrastructure (in a clean and
uniform manner) and provides users with the flexibility to define
identifiers for any representation type.

Please find a concrete proposal to resolve issues 3599 and 3730 in the
