Re: NEW ISSUE: Change Reference from RFC 3986 to RFC 3987

Felix,

I think that it would be useful to have a write up of what the 
implications might be of either
pursuing this course or of not doing so. Additionally, I think that it 
would be important that we identify
those areas of the spec that will need to be changed such that we 
explicitly reference "IRI" as opposed
to "URI".
