NEW ISSUE: Change Reference from RFC 3986 to RFC 3987

3987, which is:

M. Duerst and M. Suignard. Internationalized Resource Identifiers
(IRIs). IETF RFC 3987. See http://www.ietf.org/rfc/rfc3987.txt .
