RESOLUTION: Issue 3792 to be resolved as follows:

<cferris> 4.4.8 remains in primer

<cferris> 4.5 new section... determine whether it should be a leadin or
follow-on section

<cferris> 4.3 should be merged into Guidelines

<cferris> 4.2 retained and folded into section 3

<cferris> 4 and 4.1 are blended/folded (not cut-n-paste) into the GL

<cferris> Style of the guidance for designing assertions should be along the
lines of that used in 4.4 of primer (enumerate the questions that the guidance
addresses)

<cferris> Should have forward pointers to where the answers can be found in the
document
