Other standards committees will want to reference directly into the
WS-Policy specs at the section level.  In fact this request was made on
the OASIS WS-EX TC call today that I attended.

Can the editors confirm that the current documents will have stable
fragment ids across different WDs at the section level?

It appears that the current Editor's documents in CVS use "meaningful"
fragment ids at the section, sub-section and sub-sub-section levels.  I
think my request can be simply satisfied by the Editor's not making
gratuitous changes to these fragment ids.
