Delta for "proposed async text"

I believe that this text would slot right in between the current 3.1.2
("SOAP 1.1/HTTP Extension Semantics by using wsaw:UsingAddressing
element:") and the current 3.1.3 (Examples), becoming the new 3.1.3. 
Section 3.1.2 covers SOAP 1.1/HTTP.  The proposed section 3.1.3 would
cover SOAP 1.2/anything.

In other words, N = 3.1.3 (in the context of ProposalLast).
