LC Comment: (editorial) Definitions of MAPs in core section 3 should have their own subsection

It is somewhat confusing to refer to "section 3 up to but not including 
section 3.1" (for the MAP definitions), "section 3.1" (for the MAP 
infoset) and "section 3.2" for the reply rules.  Put a different way, it 
isn't clear whether "section 3" means just those definitions or the 
whole of section 3.  If a subsection header is inserted after the 
introductory text in section 3, these become simply "section 3.1", 
"section 3.2" and "section 3.3" with no ambiguity.
