RTCIceTransport Test

Hi
   Why does the RTCIceTransport test depend on the RTCSctpTransport being defined? It looks like the newer editor's draft now has normative steps in settingsession description for setting the transport attributes to set the transport attribute of RTCRtpsender/Receiver. Right?
