RTCConfiguration and identity

Two things:

The recent changes here forgot to add peerIdentity to this object.
There's text referring to this, but the dictionary definition is
missing.  (Editors, I've sent you text for this.)

I'd also like to propose that we remove the requestIdentity parameter.
 I haven't been able to create a use case for this so far.  It might
become useful if browsers start configuring identity providers
independent of applications (and we may yet want to do that), but it
seems premature to include this until that happens.  Besides, I'm not
sure that this is the right control surface anyway.
