Can the working group clarify how this will interact with previous discussion, where I believe the WG said enumerateDevices will, pre-permission, always return a one "audio" and one "video" item?  Since, if thats still the plan, adding one audio item, or one video item, would not result in any change (0 -> 1 or 1 -> 0)
