Re: [mediacapture-main] If getUserMedia access is not granted, devicechange event should only be fired if devices of a given type go from 0 to 1 or 1 to 0 (#690)

Just some book-keeping: feel free to discuss here, but this issue is narrowly about fixing a bug in the spec where we fire the `devicechange` event event though the list is unchanged. This seems a desirable improvement in the right direction, orthogonal to the discussion that has formed, so please note the issue may be closed once we merge a PR for that.
