It's a bit tricky in that the list of people we can assign to seems somewhat random; we can assign to all the editors and chairs, but when we want to assign something to the proposer, it only works some of the time - so we're a bit inconsistent about whehter the assignee is responsible for doing something with the item or if he's supposed to follow up with the one who needs to do something.
