We shouldn't allow those questions *if* they'd be better served by a different forum.  Our answer to those questions (if they're not closed immediately) would be to refer the questioner to the better place to ask.

IMO The dividing line should be 

Does the question apply to *all* aspects of implementation of the artefact in question or only to a specific site or software implementation of the artefact  (where artefact means something to be found described in WPD docs or covered by the scope of the Docs)
