@asmusf @duerst  I agree that any static definition of what is sent will likely work very poorly.  (Hence me choosing a title for this issue ("Richer negotiation...") that hints at a non-static solution.)  I don't know how much value there is in explaining why certain elements are requested, but I encourage you to consider that, too.
