Re: [w3c/payment-request] Richer negotiation re: address redaction? (#842)

@marcoscaceres We disagree re: reasonable expectations, transparency, and negotiation.  e.g. in the US, sometimes city is sufficient to determine tax.  Perhaps even just state is enough - there is no need for specific street info.  (And, also in the US, I tend to see sales tax determined by "shipping address", when something is being shipped.)  There is lots of grey area here, and the API described is not modeling the reality well.  And it's shipping more information than is needed in all cases.
