[w3c/payment-handler] Add CanMakePaymentEvent and AbortPaymentEvent. (#170)

Please do not merge this pull request yet. I've written this up for reference while we get implementation experience for the proposed `CanMakePaymentEvent` and `AbortPaymentEvent` in Chrome. These events address issues https://github.com/w3c/payment-handler/issues/157 and https://github.com/w3c/payment-handler/issues/117.
