Re: [w3c/payment-handler] Add CanMakePaymentEvent and AbortPaymentEvent. (#170)

@rsolomakhin, another comment: we talked about clarifying that user agents should support disabling the CanMakePaymentEvent. I see this text in the algorithm:

 "If <a>user agent</a> settings prohibit usage of <a>CanMakePaymentEvent</a> (e.g., in private browsing mode), terminate these steps."

It seems we should add a bullet to section 10.1 ( Information about the User Environment ) such as:

   * User agents should allow users to disable support for the CanMakePaymentEvent.
