Nick, In global standards, it is common to identify some core elements that
stakeholders from various schools of thought agree about, and some optional
elements that they many see very differently.

Example: the sections on "conformance" and "compatibility" in OASIS UBL
http://docs.oasis-open.org/ubl/guidelines/UBL-Customization1.0.pdf

Surely there's nothing unfortunate about compatible interoperable market
diversity.
