   We would like to try to have most of our comments and "back and forth" done before July 15.

   That means our comments need to converge rapidly.



   Revised schedule:

   * Start comments today (July 6),

   * Complete comments on email (July 10),

   * Review comments (telcon July 13),

   * Final call for comments (due July 15),

   * Finalize July 20
