That is yet TBD.  (Tho' personally I believe it is close to our original 
intent.) I have been whittling away at preliminaries to get at to Benoit's 
core issue about gOE/text, and your question hits on the core issue.

In the next few days, I'll try to issue an ISSUE that presents it with 
options, links, comparisons to SVG, etc.

"RT Type boxed-all" may in fact be the effective outcome for our most 
common cases -- single-font string with "uniform" metrics, R-to-L text, 
etc.  But we might need to say a little more to cover odd but legal cases.
