Publish XHR-1 as a note

Hi,

As far as I understand, the group is no longer working on XHR (its next
proposed charter doesn't include it as a work item).

But https://www.w3.org/TR/XMLHttpRequest/ doesn't reflect that state; I
would like to see it replaced by a WG Note, with an obsolescence warning
and a link to the maintained XHR Living Specification.

I'm volunteering to do the grunt work needed for that, provided the
group confirms this is a reasonable path forward.
