The stability of the document doesn't have any correlation to it appearing on the /TR/ space, and hence, it would misguided for us to push for its publication until the snapshots issue is fixed. I understand that viewpoint, yet, as you know, others do expect the group to make TR publications. That said, I agree we need improvements regarding syncing TR/WDs with EDs. Philippe and others are working on a related proposal [1]. It is my understanding [1] will be a topic of discussion at TPAC and the tentative plan is to deploy something like this in the EoY time frame.
