[widgets-digsig] minor editorial update

Updated widget signature with minor editorial update in algorithms  
section.

In previous text:
"    Note that this is ECDSA over the P-256 prime curve specified in
Section D.2.3 of FIPS 186-3 [FIPS186-3] (and using the SHA-256 hash
algorithm).
    Although all implementations may not support this optional
algorithm, implementation is encouraged since it may become mandatory
in a subsequent release of this specification. This may also be
necessary if any security issues are discovered with the currently
required algorithm. "

Removed "Note that" and called out "Although" etc as a note.
