[w3c/permissions] Add permission overrides and a selection field to permissions.setPermission (PR #482)

The WebDriver BiDi permissions.setPermission command now writes a permission override that permission state and prompt the user to choose read before the permission store, can name which option the simulated user picked (for example "approximate" or "precise" for Geolocation), and removes the override when given a null state. Overrides end with the BiDi session through WebDriver BiDi's new session cleanup steps hook (w3c/webdriver-bidi#1173), and WebDriver classic's Set Permission behaves as before.

Closes #462. Helps with #386.

Known follow-ups, not addressed here: setting, replacing or clearing an override does not yet fire a `change` event on an existing PermissionStatus or run the feature's permission revocation algorithm; and two BiDi sessions setting the same override overwrite each other, which WebDriver BiDi leaves open in w3c/webdriver-bidi#103.
