Just an observation that this seems to add yet another way of distinguishing options within the same permission (on top of aspects, subclassing PermissionDescriptor, ...). The definition of "cover" below seems to be the analogous of "stronger than" for PermissionDescriptor. I wonder if we really need this additional complication.

This also has the drawback to once more drift apart from permissions policy, cf. also https://github.com/w3c/permissions/issues/459.
