[whatwg/streams] Promise-returning algorithms under "Using streams in other specifications" should mark the resulting promises as handled (Issue #1384)

### What is the issue with the Streams Standard?

Those are supposed to be called internally by API implementations, but if the resulting promises are not handled then it fires unhandled rejection handler. To prevent that we need to mark the promises as handled.

(e.g. https://streams.spec.whatwg.org/#writablestream-close)
