Would say that that is not true at all as there have been normative reference changes, changes in normative language, I’m making that statement because I submitted these issues.

There have been ZERO normative changes to the specification. In fact, the Working Group has been very careful and methodical to NOT do that. It is not appropriate for you to make these sorts of assertions about a Working Group for which you are not a member.

I defer to the W3C VCWG Chairs to provide an official update to the W3C TAG.
