Thanks for the context, @benkelly. Maybe all we need to do, then, is ensure the "has ever been evaluated" flag is set synchronously, not asynchronously. This way, we would throw a TypeError if the event listener is added *after* a top-level await is reached. We can permit top-level await to queue further things to run, but at the same time, not wait for the module graph to complete the async parts of its execution before continuing the installation.
