I don't understand how you would define "includes a nullable type" without it.

It is also used in the following requirements on specs:

> The number of nullable member types of a union type must be 0 or 1, and if it is 1 then the union type must also not have a dictionary type in its flattened member types.

I think this is a very sensible and clear way to deal with nullable types in unions.
