Re: [gamepad] Vibrate feature for Gamepad (#19)

There was a [thread from April 2014 on the `public-webapps` mailing list](https://lists.w3.org/Archives/Public/public-webapps/2014AprJun/0046.html) about adding something like `Gamepad.vibrate`.

Also there's a [Firefox platform bug](https://bugzilla.mozilla.org/show_bug.cgi?id=680289) on file for implementation (couldn't find a bug in the [Chromium tracker](https://crbug.com/)). See [this comment by @luser in the Firefox bug](https://bugzilla.mozilla.org/show_bug.cgi?id=680289#c28).
