Re: [uievents] Expose 'direction-inversion' in wheel events (#57)

They tell me it's deliberate, but it sounds like they're re-evaluating the decision (in case you haven't guessed, this is coming up in the context of [passive wheel listeners](https://github.com/RByers/EventListenerOptions/blob/gh-pages/explainer.md) - YouTube's use of wheel listeners [can have a big impact on scroll perf](https://code.google.com/p/chromium/issues/detail?id=565470) for us today.
