Re: [touch-events] createTouch has all the params as required, should probably have them optional (#58)

Thanks Chong.  Since Safari requires these 7, I don't think we should change the spec to mark them `optional`.  I'd be fine with trying to change blink to make them required (assuming no non-trivial web compat impact), but I'm not sure it's worth the effort since we hope to remove these APIs entirely at some point.
