We RESOLVED to merge:

     Replace the role of the Director in concluding AC Review

     Remove references to Hosts, add references to Board

We RESOLVED to close:
* All issues addressed by adopting Director-free/Council PRs
* Issue 28

The latest ED of the Process is now Director-free:
   https://www.w3.org/Consortium/Process/Drafts/

We will send out an announcement to the AC/TAG/AB for early informal review as 
soon as Florian finishes updating the changelog. There's still more open 
issues to address before we're actually done, but we're getting there. :)
