well, here are all the places that Process2014 talks about Appeals. What section who who to appeal of a Working Group decision. 2.2 group participants Director appeals of Member Submission requests that are rejected for reasons unrelated to Web architecture 2.3, 11 Submitter AC Rep AB appeals of Member Submission requests that are rejected for reasons related to Web architecture 2.4, 11 Submitter AC Rep TAG Appeal of a Chair's Decision 3.5 Director If there was dissent, Advisory Committee representatives MAY appeal a decision to create, modify, or extend the Activity. 5.2 AC Rep Not stated, Director assumed AC rep appeal of a decision to close an Activity prior to the date specified in the proposal 5.5 AC rep Not stated, Director assumed Invited Experts declared in Bad Standing MAY appeal 6.2.1.7 IE Director appeal creation or substantive modification of a Working Group or Interest Group charter 6.2.4 AC Rep Not stated, Director assumed appeal the extension of a Working Group or Interest Group charter 6.2.5 AC Rep Not stated, Director assumed appeal of a decision to close a group prior to the date specified in the charter 6.2.8 AC Rep Not stated, Director assumed If there was any dissent to the Working Group decision to request advancement Advisory Committee representatives may appeal the decision to advance the technical report. 7.4 AC Rep Not stated, Director assumed If there was any dissent in Advisory Committee reviews the Advisory Committee may appeal the decision to advance to Rec 7.6 AC Not stated, Director assumed If there was any dissent in Advisory Committee reviews to rescind a Rec., the Advisory Committee may appeal the decision 7.9 AC Many things, some repeated, some not 8.2 AC Rep Team? formal appeal of a W3C decision 8.3 AC (by vote) Team? the intent to sign an MOU 10 AC Team? If there was dissent, Advisory Committee representatives MAY appeal the decision. 12 AC Rep Team? I think it curious that section 8.3 uniquely talks of the entire AC voting to appeal something, whereas elsewhere it seems to imply that individual AC reps can appeal. Do we really really expect the entire AC to agree to appeal anything (well, even to agree to anything)? Is the document consistent? I note that I am not 100% sure that the list of appeals in 8.2 is consistent with the rest of the document. And as noted, who hears the appeal is rarely explicitly stated (but usually assumed to be the Director, meaning really a delegate thereof). > On Mar 17, 2015, at 15:36 , chaals@yandex-team.ru wrote: > > + wayne.carr@ > - sysbot+tracker@ > > I propose changing the second sentence of section 8.2 from > "When Advisory Committee review immediately precedes a decision, Advisory Committee representatives may only appeal when there is dissent." > > to > "When there is dissent in an Advisory Committee review, or the director reaches a decision other than that proposed (including simply not doing what was proposed), Advisory Committee representatives may appeal the decision." > > Note that this discussion also touches on issue-7 although I don't have a proposal to address that further at the moment. > > cheers > > Chaals > > 17.03.2015, 17:58, "Revising W3C Process Community Group Issue Tracker" <sysbot+tracker@w3.org>: >> w3process-ACTION-47: Produce a proposal for addressing wayne's "comment 9" - allowing appeal where the director's decision isn't the same as the proposal sent for review. >> >> http://www.w3.org/community/w3process/track/actions/47 >> >> Assigned to: Charles McCathie Nevile > > -- > Charles McCathie Nevile - web standards - CTO Office, Yandex > chaals@yandex-team.ru - - - Find more at http://yandex.com > David Singer Manager, Software Standards, Apple Inc.
