w3process-ISSUE-46 (explain heartbeat-only): Publish and explain if 6 months pass with no change [Document life cycle (ch 7)] http://www.w3.org/community/w3process/track/issues/46 Raised by: Charles McCathie Nevile On product: Document life cycle (ch 7) Chris Lilley in email[1] proposed that the default criterion for a new draft should be when there are significant changes that would benefit from review (was already a criteria), and seperating the "should publish every 6 months" criterion, adding a "should explain why nothing changed" if nothing changed in 6 months.
