Mike and I merged our proposals. Proposal 1: Information Requirement By Rob van Eijk and Mike O'Neill A party MUST provide information regarding the specific reason for not honoring the user expression. The party's representation MUST be be easy discoverable, clear and unambiguous. Non normative: It is recommended in the interests of transparency that servers implement the [TRACKING-DNT] mechanism so that the reason can be parsed and clearly communicated to the user by, for example, the User Agent.
